What is Investment Incentive Consultancy?

It is an incentive mechanism through which the Ministry of Industry and Technology supports manufacturers with investment plans.

In order to reduce the current account deficit in Turkey;

  • By increasing the production of intermediate goods and products with high import dependency,
  • By supporting investments involving high and medium-high technology that will ensure technological transformation,
  • By reducing regional development disparities and supporting regions and provinces with low investment intensity,
  • By supporting cluster activities

It was enacted to reduce the tax liability of investors/producers arising from their investments and to provide tax exemption.

The investment incentive system provides advantages in the form of tax deductions. Cash support in the form of grants is not provided.

What is the legislation on which the Investment Incentive Sistem is based?

Investment Incentive Legislation Investments are supported within the framework of the Decision of the Council of Ministers and the provisions of the circular on the implementation of this Decision. It is supported within the scope of the Decision No. 2012/3305 on "State Aid in Investments" and the Implementation Circular No. 2012/1.

 How Long Is the Investment Incentive Certificate Valid?

The duration of the investment incentive certificate is approximately 3 years, and if additional time is needed, half of the certificate period can be added. The certificate period may vary depending on the sector or the nature of the investment.

Who can get an Investment Incentive Certificate?

Investment incentive certificates can be issued on behalf of real persons, companies, capital companies and real person companies, ordinary partnerships or business partnerships, cooperatives, limited liability cooperatives, full liability cooperatives and joint-stock cooperatives, unions, associations, foundations, public institutions and organizations, professional organizations with the status of public institution, municipalities, metropolitan municipalities and municipalities and their affiliates, branches of foreign companies abroad in Türkiye.

In addition, foreign direct investments, companies with foreign capital, and companies established by foreigners in Türkiye can also obtain investment incentive certificates for investments they plan to make within the borders of Türkiye.

When Should an Investment Incentive Certificate Be Obtained?

After the investor determines the investment location (excluding land allocation) and prepares the investment plan, he/she must start preparations for obtaining the investment incentive certificate.


In order for an investment expense to benefit from the incentive, it is important that it is invoiced after the document date. Therefore, obtain an incentive certificate before starting your investment expenses.

How to Apply for Investment Incentive Certificate?

As of July 2, 2018, all applications for new investment incentive certificates and notifications made to the Ministry of Industry and Technology by companies and branches established by foreign investors in Türkiye are carried out through the web-based application called E-TUYS, managed by the General Directorate of Incentive Implementation and Foreign Capital.


Only those who have a qualified electronic certificate and whose authorization application request has been approved by the Ministry of Industry and Technology can access the system to carry out investment incentive transactions through E-TUYS. Therefore, investors must first complete the authorization process.
